Felony Charges for Hannibal Man in Illegal Dumping Investigation

On 02/14/2024, a Deputy who was patrolling in the area of Silvers Ln & Pershing Rd observed a large amount of trash and household debris that had been dumped on the county road.  The Deputy also received reports from citizens of trash & household debris being dumped on the entire length of Antioch Ln.  Deputies were able to clear the roadways and then contacted the Ralls County Road and Bridge Department to assist with clean up. 

Deputies investigated the trash and debris.  They determined that the trash belonged to Lee Robert Fortney, of Hannibal Missouri.  Ralls County Road and Bridge personnel removed more than a dump truckload of the debris from the roadways. 

Deputies presented their findings to Ralls County Prosecuting Attorney Rodney Rodenbaugh.  On 03/01/2024, Ralls County Judge David C Mobley issued a warrant charging Fortney with 3 counts of Criminal Disposition of Solid Waste, a Class E Felony.  Judge Mobley set Fortney's bond at $25,000.00 cash or surety.   

Fortney turned himself into the Hannibal Police Department and posted bond.  Fortney is scheduled to appear in the Ralls County Associate Court on 03/13/2024 at 0900.
